I love this game to pieces and have been playing it a bit everyday since it's release, but one thing that always bugged me was the lack of NPC populations inhabiting the world. Aside from the shop owners and faction characters, there aren't any npcs at all and it feels dry. No random pirates in taverns drunk on grog boasting about their treasures or victories, no pirates who give you quests or ask you for certain jobs. It's just missing that whole pirate camaraderie that Nassau and Tortuga had back then during the Golden Age of Piracy. Have some random npc pirates show up in thieves haven or another big island looking for loot and you have the option of taking their treasure or leaving them be. You get me point already, I just feel npcs in the world will give it more life and add that extra pirate quality to the game. Little things like joining other pirates in the tavern for grog and listening to their stories of fighting the kraken or stealing from other pirates, just little things like that. Anyone agree?

Yea that would be cool. Later when they make the map bigger they should add the navy as a new faction on certain areas of the map that are navy controlled. Those areas should have tough navy bases that can act as a new sort of fort but instead of skeletons you fight the navy and the loot you get should be worth more and look like elegant gold encrusted chests.
I would love it if they would add some Kind of Special NPcs like a smuggler selling Cosmetics u can just get from him. And he spawns on random islands in the caves or some Thing like that and despawns After some One found him.
Or a Special Vendor that spawns on the outposts selling Voyages or Cosmetics and Changing outpost every few Days.

I like the ideas and hope Rare looks to add more PvE content. This was from a post I made a while back on vendor and PvE content.
This game needs an influx of PvE content. Here are some ideas I thought of to expand PvE.
Additional Vendors/Missions – Additional vendors are needed to give other options for players when it comes to missions
Govenors – they will be able to give military missions, attack other pirates, player and NPC, protect ports from other pirates and NPC’s, and find and attack ghost ships, you will gain political influence with the governor
Mercenaries – bounty hunt other pirates, player and NPC’s, attack military ships, you will gain mercenary rep
Merchant – add missions to escort merchant ships, NPC’s or to protect a specific shipping lane from players and NPC’s, you will gain merchant rep just like nowAdd additional NPC vendors and characters
Castaways – find on islands and they will ask for transport to a particular location and in return give you information on a mission for treasure, have these be more of an exploration type of mission
Castaways would be a great tool to develop the lore of this Sea of Thieves world through the more involved missions they would give since they would be exploratory in nature
Cannibals – they want to catch and eat you, very basic enemy
Other pirates, militia, merchants, and bounty huntersPvE content and its affect on the PvP content – We have some PvE content in game, vendors, skeletons, Kraken but we need more to flesh the game out. I know Rare has said they would not implement this but since the game has been live, it appears this would enhance the game and maybe worth compromising on
Creating NPC ships and ports, this would lead to an alleviation of PvP to some degree as there is more PvE content to do, this would give the anti-PvP crowd something without removing the danger completely
Having NPC pirates, military, bounty hunters and merchants will make the game seem more alive and give the players more to do@mr-pontiac421ho I could not agree more adding this new enemies and npcs would add the content and diversity to keep any player addicted to this game and having escorted merchant ships by navy vessels and just adding random npc events would be amazing like blockades
YES!! more NPC to interact with and get treasure maps from or quests. Even just more random fill ones that do nothing but tell some story and fill gaps, like an old hermit on an island that gives you a temp weapon, or you get a hint about a mega chest or beast/shark whale location to hunt for some loot.
I did not think of blockades, but that would be a great addition, as the one implementing a blockade or running one.

“Hello guys and gals, in this discussion I would like to propose an idea to the developers of the game about adding AI ships. Sea Of Thieves is an amazing game with countless possibilities.
What I am proposing is AI ships to be added with being a different nationality like for example British, Spanish, and pirate. These different groups are all after different goals in the game and have different terrorities in the game. The British want power and control. The Spanish wealth and finally the pirates to be free and have fun. All these different groups have different people like merchants transporting goods between islands, pirate hunters hunting down enemies of the empires, attack boats to help guard better shipments, do blockades, hold islands and to attack other terrorities.
This might be a lot to ask for but I believe in a large compromise and to pick and choose along these pieces if players could please comment and begin a debate on this topic to improve and add amazing AI ships to this game it would be amazing. Imagine attacking a escorted merchant ship with friends and other players/ships. Having to run away from 2 large fleets of British and Spanish having a skirmish in the ocean. And having to fight through the British on an island just to dig up the treasure to find a castaway chest on the other side. This game has limitless possibilities of scenarios and situations that can be implemented to give this game so much life. AI ships and the Navy should definitely be added. Assassin's Creed Black Flag had so many things that were done well that should definitely be added to this game. Things such as civilization at outposts, AI ships, multiple ship armaments, bounty hunter ships and more. They can put the stuff that was presented in ACIV and more. Attacking Navy forts should also be a thing with it's own set of special treasure that can only be acquired at Navy forts. Pirates also loved getting drunk so transporting/stealing rum to sell should also be part merchant missions. We already have rare tea, sugar, spices and silks. Adding rum as an extra item to sell to the merchant should be implemented with it's own unique set of objectives like stealing it from AI pirates or from islands and selling them to merchants. Heck even add an option to drink from the product lol
@nathans1987 Fishing should be added like harpooning sharks and selling their skin for gold and to add more creatures to harpoon and sell.
i agree completely. black flag did a lot of things right, and this game can take some of their ideas and hit them out of the park. take for instance a black flag assassination mission, akin to a skull bounty. bf would have the target in a walled or otherwise protected area. there would be perimeter guards, along with other hazards to encounter. compare this mechanic to waves of skeletons popping out of the sand. rare can do so much more with the premise....and i believe they will.
Even if Rare still wanted to stick with no npc ships....there is still a ton of npcs that could be added....npcs that sell items ranging from common to ultra rare depending on where you find them....npcs that need rescuing, give you a rescue mission or even better that tell a tale of how they are the only ones to survive a lone angry 2 headed shark that you must kill and if you do they will give you their family heirloom.....many ideas...i do like the idea of npcs that are bad guys as well....voodoo tribes, cannibals, a faction of mermaids that hate humans, or hear me out guys....merlocks!!!or other aquatic sentient creatures.
@drakkenblood LOL cannibals would be hilarious. You find some cannibals on remote islands and when you kill them you can find their spot where they store skulls from people they've killed and sell these special skulls to the Order of Souls. Make these skulls different from the normal skulls or at least worth more. This can be a new creation for the game and at the same time expand upon what's already in the game by giving an extra facet to the order of souls.

You could totally have an NPC Royal Navy element even without having NPC ships.
- Introduce "Floating Bases" that are basically massive ships of the line and act as "skull fort" style missions. It would be cool if they moved slowly around the map, but they don't have to. They could just appear from time to time.
- Let them be a new faction and hand out Letters of Marque to hunt pirates.
- Meanwhile LET ships take high risk missions that mark them as targets.
This way players aren't getting involved in the extra PVP element if they don't want to be, and PVEers are less of a target. Win/Win.
@captain-arcanic Yeaa, shipwreck bay already has a destroyed ship that looks like one of these Ship of the Line or Man O Wars. They could definitely make it work.

i have been scanning the history books looking for any instance of mortar, so i could add it to the list of suggestions. sadly it appears they were only shore mounted.
edit: shore mounted at skelly forts would be fun. they could use them, and then we could as well to repel those late to the party.@squallycircle7 ok that's fine, but there are still many more armaments that can be added like chain shots, grapeshots and more.
@caboose1311 oh yeah, i've called for all of those before. each would add a fun dynamic to this already great game. i'd like the black flag fire barrels as well, but i couldn't find those either.
@squallycircle7 you can use the gunpowder barrels for that same purpose as it was in AC IV. Granted it's going to be much harder since you have to aim it and time it yourself to throw it in front of a chasing enemy ship, but still totally possible to use them as mines like in AC IV, but just a lot harder and with less barrels.
@spacemonster505 THIS for sure. They should make it very interactive where you have to walk up to the table and press a button to sit down and watch your character do the animation and to press another button to bring out your grog and do cheers with other pirates. You listen to their tales and most them being typical treasure finds or getaways, but in rare instances you can actually investigate the islands or sites the pirates boast about to see if there is treasure actually there. They should also randomize it where at times there is actually treasure to support their stories, a pirate who lied and when you go to check and there really isn't any treasure there like your typical troll or pretender and finally but make it a more rare occurrence where the pirates lie to you and wait to ambush you at the islands they talked about and take your treasure and tell stories about it LOL.
I couldn't agree more about having NCP population inhabiting the Outposts. It's a shame that these areas are scarce and lack any life.
Rare could also include some NPCs (ships and crew) out on the open ocean—they could be heavily armed merchant vessels containing gold, silk, sugar, tea, etc. They could be additional quests from the guilds to seek out and steal from.

i've be begging for npc ships from day one. i think they would be the single best, and easiest way to juice up the game and satisfy those seeking more. not only would it be fun for crews that typically shy from pvp to take out their frustrations on npc's, it would also be great training. the burgeoning sloop captains could gain the most experience, learning to use their advantages to take down bigger ships.imagine the most simple of scenarios with npc ships. you come across a player ship giving battle to a large npc ship. you can A. assist the npc and get some kind of reward or unique mission from them. B. assist the npc ship, and then crawfish them and take the bounty from both ships. C. strike a deal with the players to take the npc together, then split the bounty or double cross them.
Defintely! I'm looking forward to the day when we can attack and loot an NPC manned merchantman, or get chased by Navy frigattes.
But as you've said, even typical pyrate types in the local pub, telling stories, singing drink songs or offering dubious quests... the possibilities are endless!
