It goes both ways. I've encountered just as many sore winners in this game as I have sore losers.
Despite being a fundamental concept of the game, losing a fight & getting "robbed" sucks. Try to keep that in mind. You don't have to be remorseful, but you don't have to gloat, mock, or trash-talk either.
I play this game and I don't do any of those things. I just do Merchant missions because I like being a Merchant. Am I playing the game wrong?
Should I just stop and drop all my stuff off my ship for these guys and stand on the back, nice and still so they can snipe me and sink my ship instead?
How about I just leave all my goods on the outpost dock for other pirates to turn in?
What if I say "Well played" and they do what most of them do and spend the whole night coming after me (surprisingly only when I have stuff on board)?
What if I don't want to be chased for an hour and half but I also do not want to fight? Can I just say "Well played" or "Don't want to fight" and they will leave me alone?

With traveling being a major part of the game's loop, not rewarding players for time investment is, I believe, driving a lot of the anti-PvP sentiment. It's akin to a game not having a save function.
If I spend an hour working a fort only to have everything stolen from me on the way back to the outpost, I'm certainly not going to be feeling very cheerful. I'm going to feel angry and disappointed, and I'm going to be less inclined to play again because of the constant worry that someone else is going to ruin my fun. I can't blame the other players, but I can certainly blame the game.
We need to be rewarded for time--not just loot. Imagine only having a couple hours to play the game every now and then and each time you try to make progress, you're met with a sunken ship or a horde of pirates. No amount of "gg" is going to soothe your irritation.
@playfuldreaming I feel that sting too whenever I lose a fight, and my hard-earned booty, and feel like I've wasted my time. But you know who I always blame? Myself. Every time. And my new philosophy is that it's not wasted time if you learn a lesson from it. The game is designed to allow you to do that. Got caught by a ship coming round an island? Do a sailaround first. Got looted because you spent too long looking for the skelly spawns? Keep checking that horizon, and head back to your ship every few minutes. You have to learn to recognise when you're pushing your luck.

I'm going to say something to you, but before I do, I need you to understand that I'm not doing so for the sake of being inflammatory, or dismissive. This is merely something that, in my opinion, you need to hear. Or read. Whatever.
Your understanding of this game is wrong.
WE aren't the ones forcing you to PvP, the Devs are. They've been 100% clear from the start that PvP is, and was always intended to be an omnipresent threat. Our opinions line up with those of the Devs. Yours do not. You are the one trying to force other players into altering their play-style to match yours.

Ok hear me out here. I'm going to say something to YOU and I need YOU to understand that YOU need to hear or read or whatever.

The Dev's put the option in the game to PvP but it does not mean that we have to, does it? I can just scuttle my ship every time someone comes near me. Right? The Dev's don't force ANYONE to PvP. People come into this game with the intent to do so. As a matter of FACT, the Dev's do not even offer a single reward for Pvp! That's right! You get nothing for PvP! No XP, No ranks or points, no kill count. You can't trade in any points from killing people who have nothing and sinking their ship for a new hat. Absolutely nothing. In the amount of time it takes for someone to hunt a ship down and actually sink them, kill them and take what they have on board they could have done a mission or found several shipwrecks or even have completed a skull fort.
Now you need to hear this as well, because you missed it in my original post. I never said PvP shouldn't be a threat. I said you shouldn't tell me that it's just part of the game and expect me to play the way you want to play and then make posts like this when people are upset that you are not playing the way they are playing. Why are there even missions? Why even add chickens into the game? They can just spawn you into a ship with a bunch of random c**p in it and then have it a PvP free for all! Or have rounds, like every PvP game. You know why? Because it is NOT a PvP game. It's an open world sailing game where you can be a Pirate. You can also go do missions and sell that stuff for money to make your pirate look better OR you can go into the game and chase every sail you see.
You THINK your opinions line up, but the fact that I have the option to never fire a weapon in this game against another player if I choose not to, means they implemented that for a reason.
I never asked players to stop doing PvP. I merely told the OP that he was expecting people who don't want to PvP to just stop their ship and let them kill them and take everything and say "Well played" as if that's going to make the other person not follow them around for hours on end. People like OP and you don't care. You want everyone to play how you play and if not, they should drop anchor and let you kill them and take their stuff.
I don't mind the threat. I just mind when people abuse it. If you're in a game and fighting someone and lose and say "Well Played" almost every time that person will continue to hound you in the game. They don't want to kill you and search your ship for treasure and then leave. Or sink you, steal your treasure and leave. They want to kill you, and kill you, and kill you, and kill you and follow you for an hour, and kill you....etc...
I won't play that way and I don't have to. I refuse to. And I will continue not too. I like being a Merchant. It's part of Role playing, which the Dev's themselves wanted us to do. If you don't like it, then you aren't in line with the Dev's at all.
This post perfectly describes the actual problem with the game: parts of the community.
The game works as intended and is great. Unfortunately we have a load of players that can't lose gracefully and a load of players that can't win gracefully. Those two types of players seem to find each other in game every time.
If you lose, accept it and move on. You don't need to cry and complain.
If you win, don't gloat. It's not like you did anything truly important.
For everyone else playing the game without being some sort of unstable or arrogant idiot, keep up the good work.
I was unloading some chickens to a merchant when a sloop pulled around the island and started blasting my ship with cannonballs.
Oh well, I only had a couple cages left anyway. I calmly finished cashing in and then sat down on my sloop's canopy while I waited to sink.
Afterwards I climbed up to the dock where the other sloop was pulling up. It was all in good fun, so I gave him a congratulatory round of applause.
He jumped off and shot me. I waited to let him get a second shot off, but when that didn't kill me I got bored and hopped my mermaid.
Guess he wasn't impressed with my 'well played'.

You're so focused on the "feature" of being able to play without firing your weapons, you've completely overlooked the feature of HAVING WEAPONS. You're seriously going to argue that the Devs put weapons in the game so that we could have the option of not using them?
No reward for PvP... So then what happened to all those chests that got stolen from you? PvP has the EXACT same rewards as you'd get from voyages, shipwrecks & sometimes even skull forts. You said it yourself that it takes an equal amount of effort to do any one of those things as it takes to sink a ship. Your downside is paying for Voyages. PvP's downside is not getting paid as much for merchant goods.
If someone is chasing you for an entire hour it's because you're LETTING them. Please, do tell me everything you did to get yourself out of that situation. Wait, lemme guess. You pointed you sloop directly into the wind and sailed in a straight line hoping they would get bored and leave you alone. Did I get anywhere close?
If they killed you, took all your loot, and kept chasing you..... Why did you stay on that server? Didn't wanna waste that precious couple hundred gold you spent on the voyage? And as most people I know who play this game that way, they rarely get anything from people. Majority of the time they get nothing. Telling people that get spawn killed over and over, have to scuttle their ships with loot on it, get hounded for hours by being chased, outpost camped and robbed to "Don't be a bad sport" is utter cow sh@t.

I litrally said this to someone, we had been fighting over a fort for about 2 hours they gothe stronghold loot but me my crew mate managed to hide about 5ks worth of stuff.
I sent the guy a message saying: "GG WP that was brutal aha but ya missed the loot we managed to hide in the tower"
He replied saying: "Enjoy your comm bann, reported" l***o!

Well maybe it has logic to some people but in the servers I get on, if I say "Well played" it means nothing. People are in there like wolverines spawning in, c******g on everything and tearing up the place and then just disappearing.
It also is assuming people have to fight. No, you do not have to fight.
