What is a "Skeleton Crew"?

    I have been grinding away on the Order of Souls missions, but the one commendation that never changes from "0" is how many "Skeleton Crews" I have defeated. What constitutes a skeleton crew? Is that part of a higher level mission? Is it the fort skeletons?

    Order of souls voyages will refer to crews even in their bounties from time to time. There's a bug however and the commendation doesn't count it. I also don't have fort skulls counted even though I've delivered more than 30
