Message in Bottle : Bounty - doesn't activate?

    I just wasted a good hour of my day running around the island it said the skeleton was last sighted on only to never have him spawn. I went around that island (devils something) a dozen times. I killed everything I came across. But never once did it spawn.

    Do I need a certain reputation to have these activate? Did I miss doing something else?

    Known Issues

    • Bounty quest skeletons sometimes do not spawn or cannot be found.
