Why i cant Pre order game , can i buy it after release ?

    Hello , I am from Serbia and i cant pre order a game , when i try with US region its say "We’re having trouble processing your payment and we’d like to get it sorted out."
    but i have 70eur on my card , so can we be able to Buy this game ? or whats the problem ?

    Sadly the Microsoft Store is not allowed to offer preorders in certain regions, but also the game is not available in all regions at launch. You can check out the regions in the list below.

    I have a same problem, so, i will try to pre order this game in different Mic Store.
    I hope this works, and i can play in my country (be couse game key get a Region Free status).
    But im not sure about this.
