It would be cool if you could lock the chests in the brig and only the owners of the ship can access instantly but other crews must have to pick lock some how maybe similar to Skyrim or Fallout.

How would this function if the ship sinks? Currently the ship sinks and the treasure surfaces. Does it just go down to Davy Jones Locker? I think that is a bit overpowered if it does. I would believe everyone would lock chests in the brig because they know the others won't get them if it sinks, etc.
Actually, to steal a chest to another crew, you have to:
- find another crew that actually have a chest on board
- get close to their ship without them noticing you, or engage hostilities
- hit the enemy ship and jump on deck, or sink it, or swim to it, or cannon a crew member on it
- infiltrate without being seen if you don't have been noticed until there
- fight the crew if you have been noticed until they all died and you don't
- find the chest
- get off the ship with the chest
- get back to your boat alive and this the chest in hands
- sink the ship, or kill their crew again if respawned, or move away
- bring the chest to gold hoarder
I think there's already enough conditions to succeed to make it harder.
