Rather have sword and then 2 weapons of your choosing. I'm pretty sure Rare can make more weapon ideas and utilities than just a shotgun, rifle, and a pistol. Better ways to create load out than limiting players as is now. Before it required real skill to switch and shoot. When you run out, you seek bullets or fight with swords. During ship battles, ammo is always near bye, really this affect island battles... which isn't good. Players on land have a much lower chance of success when fighting crews on a ship.

I dont get why people are saying that there were more strategy and options to the combat when you could equip more than 2 weapons at the same time. Because this is not the case at all - it's quite opposite in fact.
You had less options, because you could equip a melee weapon, a short-midrange weapon, and a long-range weapon at the same time. There were no options. People equipped all three types of weapons. Done. All ranges and situations covered.
While with the current limit of 2 weapons actually creates more options for the player wether you're a solo player or crew member. It also very possible adds more in depth strategy and synergy with your fellow crew because of this limit.
Our crew of 4, had 2 with melee and blunderbuss (to insta kill any low pirate who tried to board our beloved Betty) While me and captain had a pistol and rifle for mid-long range combat.
Atleast this is what i experienced.
@emanuel-wynnn I can't answer that question for you, since I spoke based as a representative of myself and not a side a of a community, but my own take is that in no logical sense can limitation= more choice. You say we had less options. with using all weapons, which I must respectfully disagree with. As it stands, you don't see random players with random set ups, you see random players with the same set ups for given scenarios. In my own experience during the test, the rifle was never used by a crew who explored an island. As for having 4 weapons during the beta, the choice was in which weapon to use and when to use it (In this case I wouldn't mind limiting weapons to 3 as the beta would also rely a lot more on gun usage than sword). Sure you could use the blunderbuss from afar, but it would be better to use the rifle or the pistol. Plus it required more skill to switch guns mid fights, fire, then reload or use swords. The action didn't let up much, compared to how it is now. Sword usage is fine, but to have it being used 75% of combat is a bit too much. A nice balance should be reached by the two, gun and sword play.
@emanuel-wynnn Solo players would be at a great disadvantage. Trying to solo a skeleton bounty and complete it without dying or having to run back to the ship a dozen times is near impossible. That makes those bounties tedious and frustrating. If you want to have designated roles in your four man crew that's fine. You guys can feel free to equip only two weapons.
If you look at some paintings of pirates (like Black Beard) you see multiple pistols. I think you should be able to switch from ether one pistol for more accuracy, or five(five because the ammo count) pistols more firerate. The blunderbuss and sniper is fine to me, maybe could have alternates like picking ether volleygun(accurate shotgun) or carbine(close rage musket). Thoughts

You mean the flintlock and the blunderbuss.
Revolvers revolve. Blunderbuss is not the same as a shotgun.
@stem589 yes, I believe the reason pirates that DID carry multiple guns did so because they were single shot, or took way too long to load in combat, so they'd fire, toss the gun, and draw another.
