Delete all files in C:\Users\User_name\AppData\Local\Packages \Microsoft.WindowsStore_8wekyb3d8bbwe\LocalCache, and then reboot your pc.
Edit: it will rescan all your downloaded files in just a few minutes then will let you launch the game.

It just saved my second try at installing the game. It first stopped around 99% but I couldn't fix anything. So I reinstalled it and got stuck again. But this time this solution worked.
Just don't forget to reboot your PC.
The problem that some people have with this error code 0x80070005 is fixed in the following way:
1 step delete the game completely and uninstall it until I put in the micrososft store the install button2 step press the win + r key and type the msreset.exe command and hit the enter button
3 step open the path in your pc the path C: \ Users \ User_name \ AppData \ Local \ Packages \ Microsoft.WindowsStore_8wekyb3d8bbwe \ LocalCache, and localState and delete all the files that are inside after restarting the pc
4 step open the store and put to download the game again and the problem will be solved

Been having this issue all morning. Tried everything in this thread, double and triple checked my Windows Updates. It's just past 7PM PST now, and it said "Up to date. Last Checked Today at 6:36PM PST" but I went ahead and told it to check for updates anyway.
Well what do you know.. there's massive cumulative patch that it just happen to find now, but didn't all afternoon. Windows updated, rebooted, and now the game finishes downloading and installed. F*S, this was a PITA.
Same here. Found and forced the Windows update. Then installed Sea of Thieves and problem solved.

The order is important to make this work. First, let the game download all the way to the error message. Do NOT pause or cancel the download after it gives the error. Next, delete everything in LocalCache and LocalState folders and reboot. You should be good to go at that point. I believe the problem people are having is cancelling the install and then deleting/rebooting which does nothing.

This also works for me.
For those who can't fix the problem deleting the LocalCache folder (it didn't for me), this is how i fixed it:
1- Go to C:\Users\username\AppData\Local and find the Packages folder;
2- Right-click the packages folder, go to the Security tab and click Advanced;
3- Next click on Add, on the top click Select a Principal;
4- In the "Enter the object name to select:" it must look like this(https://prnt.sc/ixpohy), whatever is in the location box copy/paste and add \Users next to it, press ok and it's done.Thank you everyone for posting their various fixes. None of the above worked for me - this did though:
Task Manager>Services Tab>Find the Microsoft Store Installer and restart (right click). For me a notification window popped up saying the game was ready to play.

Thank you so much, tried this after 24hours of trying other so called 'solutions'... reinstalling windows....
It smells like a miracle !(what smells like the opposite is the way the WindowsStore handled the error, such a shame... i will never recommend anybody to use it : throwing a generic non-sense error code, signaling the error is in fact only writing a 'comment' which i guess nobody at MS will ever mind to read etc...)

I GOT IT TO WORK! I had to delete the cache, restart the computer, then the Windows Store would look like it was infinitely downloading, then use the troubleshooter suggested here:

Then restarting many times but NEVER CANCELING THE DOWNLOAD... and then it got into an infinite loop of saying it was "Downloading..." at 99% but not using the network at all... then I paused the download... and hit resume... downloaded a few megabytes... and BOOM! IT WORKS!
I also experienced this problem with error 0x80070005 and have spent many hours scouring forums looking for solutions. I tried everything in this thread to no avail.
What worked for me in the end was temporarily disabling my antivirus program (AVG), which allowed the final installation step to complete.
However, now upon trying to open the game I get a new error..
Failed to open descriptor file athena.uprojectTrying one more uninstall/reinstall cycle with antivirus disabled. Let's hope it works this time..
