A new NPC faction like Government that has entered the "sea of thieves" to bring "Order" you will be able to find them randomly patrolling the sea/islands looking for pirate ships to sink and cleanse the seas or even a convoy of ships from this new faction trying to take hordes of treasure from the "sea of thieves" or transporting goods from their faction which might be new cannon prototypes or even blueprints for ship modifications with one main ship carrying all the cargo in the middle while say 4-6 other ships are guarding/helping transport the main ship to outside the "sea of thieves" and so along with this new world event you would have to team-up with other pirate crews to take down the garrison, and with the influx of a new faction they could bring in new game mechanics like per say if they were to settle on some scattered islands around the map they could setup a ship workshop "idk on the name" that would all you to customize like where your cannons/harpoons are/move them to more optimal locations within reason and even move where the map, quest-table, storage barrels and any of the other things/nick-nacks are on the ship or even custom cannons like cannons that "idk shoot more powerful shots?" and harpoons, and just so all the long time players can't just buy this and then move-on you will have to gather a new currency from raiding this new faction and spend that currency on all the new stuff you want, that way everyone has a "somewhat" fair chance at this stuff before other players get it.

Hhmmmm. Well I guess it could just be one crew and they would have to take out each ship guarding the main hauler.
Sorry but I am honestly kind of tired how this game has expanded the quantity of the facitons but in terms of quality they are all, like most of the entire game, still shallow. Most of the factions in the game share a large amount of voyages already, and even as a pirate legend, athena's also basically has a mix and match copy and paste from all the other voyage types. I would not want another trading company that will just devolve to doing more of the same. Maybe in the far future... if this game can even last that long. What u presented is also one of the current issues with the 2 evilf acitons atm. We have the reapers and the dark brethren with both factions not really making sense and only the reapers truly working as a complete faction whi;e the brethren are just useless superficial story devices used whenever the devs do not want to use the reapers. Instead, I would prefer the game works on the current factions to make them more unique and different than the others. Maybe even have events focused around these factions competing or betraying each other.
More specifically, ur idea to set up ship workshop would not go well. Everyone would place cannons in the front or back, its just too OP. If u want that type of mechnaic though theres other games that allows for that type of customization.
