First off: It's fair. PvE ships essentially are in a constant state of breaking the rules of the game.
Secondly: It gives players a way to practice these motions in low-stakes scenarios, encouraging confidence to engage.
If I could, I'd also like to make a small suggestion for PvE boarding.
Skele Ships spawn with a Gunpowder Cache barrel on their ship. It cannot be destroyed (Has no HP, cannot be cannon'd, firebomb'd, or sword'd), but interacted with, much like a hole on a ship. You interact, character "Holds" animation for clacking two flint stones together. Success - 10 second timer that Skellies now also move to intercept and put out, if they fail? Boom.
