Since the burning blade is a galleon, it is much harder to manage pvp as a duo crewing it. Espically because its status as a world event means its very likely you will need to fight multiple crews at once. If its not possible to increase crew size due to server player caps it should be made so that the BB reserves a galleon spot on the server when it spawns or something similar.
Captaining Burning Blade should set crew to 4 slots.

Yup, that why the skeletons attack on sight, fighting along side you. Believe Crew size also changes the BB.

So...if there is an Active, non contested BB on the server, a Galleon ship can't spawn?

I honestly don't think the crew size matters. A friend and I on a sloop were able to sink a galleon-crewed BB (I have the video). Last night my galleon crew sank another galleon-crewed BB. Today I just watched an older YouTube video of Ma5on tucked on the BB while a brig fights it. The minute it's "pledgeable", he hops down, claims it, and sinks the brig with nothing but the skeleton crew and himself. Positioning, accuracy, being observant are all key.
