The Sea Posts should sell limited-time cosmetics (like the Mercenary or other Duke related cosmetics, standalone plunder pass cosmetics, etc.) that anyone can buy, but for a ridiculous high dabloon/gold price or for extremely hard challenges . It'll make the terrible FOMO feel of the game tolerable and give the sea posts a new purpose since HC is accessible from outposts.

Players who dedicated significant time to earning limited-time cosmetics did so under real pressure, with no second chances. If Sea Posts began offering them now even at high doubloon prices or challenging tasks—it would diminish their sense of exclusivity. Those early achievers invested genuine effort and time to obtain them, so allowing casuals or newer players to acquire them retroactively feels unfair to their commitment.
It would lessen the value of years of dedication and transform prestige cosmetics into something available through grinding or paywalls.
Additionally, it would frustrate casual players, who still couldn't farm the required money.
Even with items available again this creates a lose-lose cycle: veterans upset over devaluation, casuals over inaccessibility leaving no one satisfied.
If something was originally for sale for gold or doubloons, then sure bring it back. Things could be rotated in and out on a weekly basis or something. However if something had a task or event linked to it, then it should not just be available for regular purchase. Instead, the events/tasks should be occassionally brought back. An equal or more difficult set of challenges than the original way something was unlocked would be acceptable. Flesh out some of the incomplete sets, so players who have some of the items have something to do. I will always advocate that what you do is more important than when you do it.
Not everything has to be available at all times, but rotating items and events in and out would make things interesting. Desirable cosmetics should stimulate interest in events. If the price of more active seas is a few people upset that others get a chance to earn what they have, then so be it.

Some LTM cosmetics should definitely not be rereleased, like those that use real currency to obtain or certain commemorative gifts, but most do not require a lot of effort because some are easy commendations or log-in bonuses.

"Devaluation" ruins ego-farming like bluehats and they'll complain that they won't be able to sell their accounts.
Certain cosmetics should not be time-limited whatsoever. The only exception they should have with this idea is cosmetics rewarded from mysteries, IRL events like the Golden Banana set, and commemorative gifts that required surplus effort like the Triumphant Sea Dog set or any tournament sails like NAL and SoC
