Put nasty pirates in the reaper cages

I would like to see bad people to be put into those reaper cages on outposts when they login.
In order to get them out their crew or another crew got to exchange a voyage of luck for a key.
That voyage of luck will be put to the questboard for other crews.
So community gets something in return of allowing them back in.
