I think the only thing that should change is addressing the misuse of the lowest tier voyages to server hop quickly (we all know the one that folks use, and I will admit to even doing it myself).
The solution would just be to have a minimum dive cooldown even if the voyage is completed. I'd say 5 mins after surfacing if the voyage is complete (keeping 10 mins cooldown for incomplete voyage) would be sufficient. That should be enough for legit voyagers to do the voyage, sail and sell, while making it less efficient for server hopping.
Go all the way - a dive reverts you to Grade I.
A dive to an emissary event gets you to Grade III - player can then engage with events on that server to get to Grade V.
Emissary's are punished for diving off the server and would be only fair that Reaper's share the same downgrade if choosing to server hop hunting.
Rare exacerbates server hopping/diving, skewing the balance of servers, making servers inorganic by boosting single world events like Forts in the MegaStash event.

Yeah - this feels like definitely playing the system to your own benefit - especially when hunting a specific event.
Wonder if it's possible to ensure that you are more likely to dive and remain on the same server or just cycle between the same 2 servers.
Obviously, wouldn't work for world events but we all know it is the ol' 2 chest dig that is used to quickly hunt servers.Or simply remove the facility to dive to these low tier events. When you choose to sail to them it is always an island that is very close so the dive is superfluous.
