I think it is correct to stagger releases in order to quickly identify and resolve issues compared with all content at once.
However in this season I feel it would have made more sense to release the new voyage where you can create a chest before this patch which is all commendations linked to using chests. If this wasn't part of a wider release then you would likely have increased the spawn rate of chests to give an opportunity for everyone to experience the new content. As it stands, having to either dive lots or stack fotd as main ways of coming across them feels somewhat lacklustre.
This is based on an assumption of my understanding of the future voyage, may not be the case in which case moot point. It just doesnt feel like it fits with other updates when there's new content but quite restricted access.
