Are we ever going to learn more about the dark brethren? Would be nice to give us more story for that so we can have some more understanding, maybe closure or a conclusion if they don't plan to do many more tall tales. Who is their leader? Why did Duke join them? Is Amaranta part of them now?

The leader of the dark brethren is Capt'n (we don't know who knows since 2021 anyway....)
Duke joined them largely because he was seduced and manipulated by the sirens (before the release of A Pirate life).
Amaranta joined them when the arena closed and Demarco was killed by the Siren Queen.So much for the answers to your questions. As for the rest, tall tales aren't about to arrive, despite player demand.
Rare has a knack for adding characters only to forget about them immediately afterwards. (H.; Jack Sparrow, and of course dark brethren).
A powerful enemy of Flameheart (the famous Capt'n) has been teased for 4 years. Flameheart made a comeback more than a year after his announcement.
As for the dark brethren, if their story picks up again next season, it will be 3 years since the last adventure involving them.
In other words, we've got time to die 200 times before we see the story REALLY advance in this game.
