The gold hoarders have a vault at Port Merrick filled to the brim with gold and it's all just decorative? What if you could get a quest from the Reapers or somewhere else that involved stealing from the trading companies? This won't have to be exclusively PvE either. Maybe the Gold Hoarders had a really valuable chest in that vault, which they would mark on the map for all players so it could be returned to them for a generous reward, or something like that.

I think the two Reaper chests serves that purpose, I do want some kind of Reaper voyage though so you can be "bad" if you wish to.
