I had a idea for Bulletin boards... imagine if all outposts had reputation. If you bury loot on islands and make a treasure map, you get reputation on based how good the loot was. The reputation is also based on what emissary loot it belongs to.
If you bury Athena loot, you get Athena reputation, if you bury Gold Hoarders, you get gold hoarders reputation.
Well what does this reputation mean? It means you can get discount for emissary items in THAT outpost. Not in other outposts if you haven't increased the reputation there.
This would make the bulletin boards active.
People will get reputation from it and others will get loot from it by digging the treasure maps.
If someone buries Reaper Loot, they get reputation at the Reapers island.

This discount could also be time limited during season. So next season need to increase reputation again to get those discounts.
Discounts could go with like 5% 10% 15% and maybe up to 20%.
Reputation also could be measured by quantity and quality same way as selling loot. Since the "code" already exists, I would assume it could be used for this also(?).
This also would add possibility to have "Special loot at different outposts", so you want to increase the reputation there to be able to buy this item. It could be a ship set, one outpost sells you hull, other one sails, other one anchor etc.
This would also open doors towards other activities and possibilities.
