Cargo Crates Question

I’m trying to get the legendary spyglass/pocket watch and i already have 100 crates delivered but what is the fastest way to get the remainder? Do I have to do 100 more cargo delivery voyages or is there a super fast way to get to merchant grade 5 to get the 20 cargo emissary quest like 20 times?
