I want to have player cap on sloops only up to 2.

There's absolutely no feature in the gameplay that is preventing crews from OTHER ships from getting on board an allied or enemy ship, nor should there EVER be one even considered since boarding is such a vital and necessary part of the multiplayer experience.
How would you even go about enforcing something like that, exactly...?
...and every other sloop? Really? I've been playing for years and I've seen it, like, twice? Hell, my Discord loves doing stuff like this and they only pull it off once or twice a month maybe. And it's usually a galleon. I sincerely doubt this is the widespread pandemic you're making it out to be.
