Other ways to obtain the legendary thief title

Try hopping on at the same time with a friend onto the same server together. Once you do, you and said friend both do an old fashioned Voyage of Legends (Preferably in the roar to get less attention). Once both of you have a chest of Legends, head over to the nearest outpost, trade chest, and turn them in. This will NOT work if you turn it into Reapers

That is Odd, but technically, you stole a map of buried treasure, not knowing what it was. So you didn't steal the chest, just the map of random treasure.
Because if that was a thing, Everything you dig up from Maps should count as stolen, and that be a big Reaper thing :p

I've had better luck by being sneaky. I was able to hide on a sloop doing FotD, and jumped off with it without them knowing. Another time I set a trap at an Outpost and waited for them to finish their LotV.

@eazy-e-sida burying treasure removes the ownership if i recall. The ownership being based on first touch doesn't make sense with things like veil missions.
