What is the black flag with glowing lime green skull and bones Emissary Flag?

    I've seen this flag a couple times and can't find any information on it, can anyone shed some light? It's an emissary flag, black with lime green skull and bones. I've looked in the Flags page and Emissary Flags pages on the SOT sites and can't find it.
