The commendations for both these items have become significantly more difficult. As far as I know the only way to get them, is a chance at organically spawned skeleton forts. With raid voyages now, these forts are much more difficult to find. Also they used to be part of the loot pool for emergent skeleton captain's orders on random islands, but have been removed for some reason.
I'd be happy if they could be added back to emergent skeleton captains orders. Adding them to raid skeleton forts would also put it back on par to where it was previously. I'm not advocating for the commendation to made easier than it was previously, but it should be brought back to a similar level as it was. I can get a Chest of Fortune more easily than either of these, and that doesn't seem right.
A more out there idea would be to make them purchasable. Limited to 1-2 a day. Plus make them expensive. 50k gold for Humble/100k gold for Generous (I could be convinced of different values). It would add a nice gold sink, and would earn people a very meagre amount of doubloons semi reliably. With a high price, and a limited number per day, it would still be a decent grind. Plus the most difficult part of getting another crew to deliver still remains, and that is totally fine.
