In the update video, they mentioned a number of the commendations being "shared among the crew" along with being lessened. So far, me and my crew have not found any of them being shared, especially the ones like "killing ashen guardians with bone callers", and all the other bone caller and scatter shot commendations. it just ends up with all of us fighting over resources on the ship, to the point where we agreed to grind it out solo, which shouldn't be how we have to do it. I want to be able to be at the helm and get the scattershot commendations for what my crew is doing.

It was mentioned, plus its in the Patch Notes.
If what you say is true, and its Not working...it might be a bug...@burnbacon where caan i find the patch notes?
update: they only made 2 of the easiest commendations shared, instead of the ones that cause people to fight over precious resources
@whalelordgames yeah I think it was just the 'kill an ashen lord with throwing knife' etc kinda ones
@hiradc that makes no sense, given those you can dive to all the time and easily do, while the others require you to go find rare items. Like I have to kill 35 or something ashen guardians with a bone caller skeleton, and even though those bone callers skellies are part of my crew, it doesn’t give progress to my crewmates

You may want to read the descriptions of the commendations again. There is not a commendation for killing Ashen Guardians with bone callers.
You probbaly read "Ashen skeletons" as meaning the skellies with a quest for ashen chest and/or key - this is wrong; they are the skeletons found in The Roar and the skellies summoned by an Ashen Lord.
Whether the Ashen Guardians (should) count for the commendation as well, perhaps, but you (and your crew) will have an easier time sailing to the Roar and throwing some OoS quests down and then a bone caller or two.@whalelordgames said in crew shared warchest commendations:

It is correct; yesterday I threw down a few bonecallers while doing an Ashen OoS voyage and got 7 of them.
