They need to sort this out. It's impossible to get on, or even stay on ships when someone is blowing that on you. It either needs to have less of an effect or runs out sooner.
Horn of Fair Winds - OP
Now waiting on the mandatory "Horn of Fair Winds needs a buff" post. That way we can have Shrodinger's Item.
The reality is that these new tools have been in less than a day. It will take time for people to figure out how to best use them, best save them, and best counter them. They are new, and people are still getting used to them. Give it a while for the ripples from the drop to die down before trying to claim one way or the other. Say, 1 month or so.
Heck, it's been 6 years with the same 3 melee weapons and people STILL complain about their balance...
Hard for me to say, I haven't found a horn or harpoon gun yet.
I want to be on team "harpoon gun is going to make the OP boarding META more OP and more META," but that was when I assumed you could equip it from the weapon cabinet and it took a weapon slot. Now that I know someone has to invest their time on a server to find one like a trident, I hate it less. I like things that force people to invest in a server as opposed to diving for PvP.
I feel the same for the horn: sure, it's powerful, when you can find one... I also don't find it at all odd that a tool comes out that makes boarding easier at the same time a tool comes out to defend boarding. 🤔

My ship got boarded by this player. He has then grabbed a Horn and proceeded to knock us off our ship. Attempts to board on both ladders were countered by him stood by the capstan.
Attempts were then made to get a mermaid to spawn on the ship. As soon as we entered the map table room or above, we were literally blown off the ship. There's literally no counter to it in that situation.

The rarity/rng seems to be alright
In the short sesh I had last night, I did 3 treasuries and checked 2 wrecks and found 0 horns.
Idk if I'd call the RNG "alright" but it definitely doesn't seem common enough to be "OP."
Hopefully I have better luck tn. I just want DeMarco's hull and sails. 🙃

I just got like camped by 2 streamers with 2 horns of fair winds on my own sloop, it is absolutely unable to be countered. You shoot them once, they launch you off your boat, and by the time you get back on they've already eaten and are able to launch you off again.
I could not bilge, since the slightest peek above first deck gets me shot to the moon with the horn. The only way I feel like I could reasonably counter it is by equipping the eye of reach in combo with the pistol, which I could not even do, because I kept getting launched out the back of my ship.
I'm all for adding new tools to the sandbox, the new weapons seem fine if a bit unrefined, but the horn of fair winds is just simply not fun to go against. The displacement is just simply too much.
I feel like a lot of these complaints are in theory. Like you’d have to risk losing the horn to board someone with it. If you got on then you deserve a reward for that risk. A barrel would blow up their ship. This just forces them to stay below deck.
And using it on your own ship to keep others off shouldn’t be that big of an issue. Boarding was already OP. Real pirates don’t have ladders just asking for pirates to board anyways😅
The biggest problem I see is that ships with it can out maneuver ships without it. But that incentivizes players to stay on their server and not dive so I’m all for it.

I haven't found one, they may not be. They may be a next season thing. I'm not an insider.
Harpoon gun is slated for season 14 as far as I understand. Insider is busy testing season 13 stuff still, it's not in that build yet either to my knowledge. Idk I play insider on Steam Deck and its not working atm. Anyone saying stuff about how it works is writing fan fiction larp.
As for the blow cone, I think it might be too early to call it OP and call for nerfs, but I've only found two so far and didn't get the opportunity to do anything crazy wiith them and haven't had anyone use one against me, so I don't have real opinions on the balance yet.

Imo that would make it annoying lol.
It would limit its use to pretty much just blowing wind into sails. Rare designed it so that we could use it in a number of situations, like bracing our falls from heights.
It's fine as is. It's a powerful tool, but it isn't overpowered.
The spawn varies enough between servers to be "random". And if one were to stack them on their ship, that would take time and come with its own risks to justify the reward.
I've found a few since my last post. I think the Grade 5 commendation requirement is ridiculous, but I don't think they should make the horn any more common.
@hongkythepanda I have been playing like crazy and only found one of these. plunder pass at 91. only seen one. To me, it does not seem like a problem.
