Are you sure you're on a Captained ship ?

And if you're not the captain / owner, does the Captain have set it up so others can change the trinkets.

Some pictures can only be placed in one place on a sloop.

There is also a setting under Gameplay that removes trinket interactions on a ship, make sure that's turned off.
