Cheater, glitch or something else?

    Was sailing today and saw someone with Emersary flags flying but they didn't show up on the map. Cheater a glitch/bug or was there something else going on? Not encountered this before.

    Only reapers appear on the map unless you are a grade 5 reaper. Hope that clarifies!

    Thanks for replies. My bad just returned to game after a while away, thought all Emersary's showed up. Seen them with only one or two bars glowing. Ever days a learning day.
