I think that for new players, this is not too much of a problem, but they may encounter it later. For me, as for the rest of the old players, this is a problem right now.
Before season 11, the delivery quest could be found in barrels at outposts, or in barrels that float in water, or eventually just on an island. Completing the achievements for 50 boards / fruits / cannonball and 100 powder barrels (as they could be found in regular tasks from the trade union) was difficult but still quite real.
At the moment, it is simply IMPOSSIBLE to find such a task, and accordingly, to complete the ACHIEVEMENT.
It may seem like a small problem, but it's not, and here's why...
Why do players stay in the sea of thieves even after several thousand hours? Yes, it's fun to spend time with friends at sea, fiercely fighting on ships, it's also fun, but the main motive around which almost all trips in the seas are built is achievements. We play because we see that the goal is achievable, yes it is difficult, yes it will take a very long time, but this path will be fun for us, we will have a good time and will be rewarded with gold, fame, rank and ACHIEVEMENT. It's really very, very important.
The hidden spirit is luck. He can be waiting anywhere, only some people have met him, and we just need to keep playing so that we can meet him someday too... But this? Delivery? The goal is simply unreachable and not real, and accordingly, the thought that we will never be able to reach the end makes us stop going at all.
I really hope that we will be able to see a solution to this problem soon. There may be a separate quest, or we will be able to find them again in barrels, or they will be given out by representatives of the trade union. At least something!
