All the people who paid for the 2023 upgrade edition of the game got the soundtrack included. The Spotify playlist with the soundtrack (which is free to access) is updated constantly, while the people who paid are stuck with the original 20ish songs, as opposed to the nearly 100 on Spotify.

@zachattack2486 The bigger issue is the music belongs to the people who write it (Robin Beanland and Chloe Kwok), so it’s only fair they benefit from the financial gain/notoriety while the new tracks are still fresh. They can eventually go onto the official soundtrack. But like you said, Spotify is free. Go listen to it there.
in a matter of fact the spotify catalog isn't even complete, there's a frenc YT page that posts EVERY song and jingle that you can hear in the game, separating them in a specific video for every DLC. for me this account is what people should find if they search for the complete soundtrack of the game

I remember the time when I bought the Collectors Edition of World of Warcraft when it first came out and it came with a CD. Every time they expanded the game they shipped me a new CD with all the added songs!!!
This is not how "Soundtracks" work. Digital Marketplaces all have different requirements/fees associated with updating files, and since they release each of the new tracks on all major music platforms, its not a cost effective thing to do.
In the Apple Music Store there is 1 Sea of Thieves album, which was released in 2021. The rest of the music has been released as individual tracks/EPs.
