Today I dived for a raid voyage only to surface and find a grade 1 reaper parked at my ashen winds event. This was due to the reaper sloop diving to a similar world event and then cancelling said world event so they can gain the regular loot from the world event to get their emissary up higher. Not only did this ruin my experience because there shouldn’t be any ships already at my dived event but I also feel this is an exploit that reapers in particular are using to get their emissary up higher more quickly. To combat such event u could implement a way that if a crew cancels a raid voyage before they finish the event then the event despawns and the crew who cancels it is then moved off the server in the same way crews are moved off if they loose in an hourglass fight.

So, two things here:

if you dove and they were already there, how do you know they dove and cancelled? It's not unreasonable to think they sailed to a normal world event.

Diving to an event should not put you on an occupied event whether another crew sailed or dove to it. The system is supposed to use proximity to avoid that.

File a bug in the proximity issue and be careful tossing accusations. That's my advice.

@jamesbowers1983 I also did this today although unintentionally. I tried diving to gold hoarder skelly fleet as a reaper thinking its next to reapers to sell.
As there was a storm I voted up a tall tale which sometimes shifts the storm, this seemingly cancelled my voyage. A duo sloop emerged at the same event that I had already gotten some gh loot for. Sunk them and got regular loot (minus chest of fortune) for remaining skelly ships.As far as world events/raids go I think the spawning around each other should be the priority imo.
People doing the same world event at the same difficulty for traditional loot or the new comm loot doesn't bother me.
If reapers are doing it for traditional fleet loot they are still marked and they still have to complete a fleet.
It doesn't really change the risk/reward much at all if they fix the spawning issues.
It's not supposed to be an intened mechanic, or even supposed to be possible in fact. Cancelling a raid voyage shouldn't turn it from a company-branded world event into a normal one, it's designed to just cancel it all together.
If you've dived, cancelled and then gotten standard World Event loot after finisnhing it I think that's actually a bug, guys...
