So this evening my crew and i sank another galleon and they just happened to have a Skull of Siren Song on board. We had recently merged in and were not part of the quest and so despite stealing the Skull legitimately, we could not do anything with it.
The suggestion intended here is to let us see the final island if we have the skull on board or letting us sell it to Reapers if there are no other boats actively voted into the quest any more. We wound up leaving it at Reapers after messing around and emptying the skull of its breath as it was essentially completely useless and valueless.
