The past couple times I've done a lost shipment voyage the ship that usually spawns with the manifest hasn't been spawning, is this normal? This manifest is just floating in the water
it's pretty random as to how often it'll happen to someone. That's why I just go till i find the key and then skip the rest and go right to the destination area, in case it's bugged it saves time.
