I mean… this very possibly was on purpose. It’s under the more advanced section where you have to do “harder” things. The captaincy roar voyages are super easy. Like the OOS one always just gives you 1 island and then it’s done. They excluded merchant from the list, so that’s why I think it’s on purpose, because merchant are also often 1 island and you’re done, even for merchant non-captaincy voyages. So this might not be a bug at all. They probably just wanted you to have to put some effort into it.
yeah probably quite a few things go into design
the requirement for significance, creating enough time of activity to lead to more encounters/action and then maybe using it overall as a way to test things/make decisions behind the scenes with the activity
I finished it, great event overall, cool rewards, and I appreciate how quick they were to get that grog goal replaced. Imo this design makes the best events organically, the ones in the past were cool too with this design, and they improved the requirements to be more pleasant and casual friendly over time.
