Background:

Prologue:
Maui steals the heart of Te Fiti (or generically some character steals a gem from a hidden tomb/island site). Life around the seas starts to die. Plants look dead, skies are darker etc. That NPC “Maui” (or generic) tells you of this tale and asks for your help.
Act 1:
Find the heart (gem) underwater shipwreck somewhere.
Act 2:
Find the hook (or magical staff) to give to this NPC to transform - allowing access to the area to return the gem.
Act 3:
Return the heart/gem to the island of Te Fiti (some area in the Devil’s Roar).
If made into a season, have some nation/alliance oppose the returning of the gem and have it returned somewhere for profit. The other half would be supportive and try to recover as many of these gems as possible.
If successful, the Devil’s Roar could be calmed, and more life is introduced? If failed, the Devil’s Roar remains as is…
