Madame Olivia not spawning at end of 'The cursed Rouge' Tall Tale?

I decided to do 'The cursed Rouge' tall tale for my friends and after defeating briggsy and obtaining her skull we had returned to plunder outpost to give the skull to madame olivia. However, she was nowhere in sight not in her tent or anywhere else on the island. So does anyone know if this is some sort of bug or if im just missing a step of the Tall Tale.
