Ended up moving a lot on the shallow area next to sovereigns on sanctuary outpost for a minute or two after anchoring

Kept going even after we were out of the shallow area by the way

Too shallow, then momentum. The game doesn't repect the anchor when you anchor in water that is too shallow. I believe this is by design.
