Sovereigns are a great addition but they should be included in the zone for all outpost interactions I.e you shouldn't have to move your ship to raise or lower emissary, buy from shipwright or update ship cosmetics
Sovereigns should be 'close enough' for all outpost interactions
I'm not sure if we are talking about same thing here, but normally when this happens you are just a tad away from the 'zone'. If you moved your boat right next to it you could do all those things mentioned. Happened to me several times when I stopped my boat for a comfortable harpoon position, but could not lower the flag as it was 'too far'.

I haven't noticed it, but if it's a thing it should be patched.Most. If you are docked at Sovs you cannot repair or customize.
@scheneighnay it doesn't happen at ancient spire cause it's right next door bit for one's like say sanctuary or plunder where it's on other side of the island it can sometimes say you aren't close enough

Another factor for Sanctuary and Plunder, specifically, is that parking in a good harpooning spot at the sovereigns puts you farther away from everything else, while doing the same at Ancient Spire will put you closer. Having the sov harpoons point in the opposite direction would more or less solve the problem for those two outposts.
