I don't know where the correct place is to put this thread sorry, I'm new. Anyway, I was wanting to play Sea of Thieves on a friend's computer. His rule is just no downloading. So I was wondering if there was any way to have sea of thieves and steam on an SD card so that I can play on his PC. (He said I could bring steam games if I could find out how).

I don't think that is going to work. Sea of Thieves needs to be installed, it doesn't have a portable version.
You might be able to back it up onto an SD card through Steam and then load it into the drive on the other computer after logging into your Steam account. You might even be able to set the SD card as an installable drive in Steam but I'm not sure what kind of performance you'd get.
