Here is the idea:
Whaling missions for the hunter's call, with side/basic missions based on creating a sort of "tasting platter/plate" of sorted meats.
With the whaling mission, it would work as a scripted meg hunt, and you would have to hunt down a whale. It would give a large amount of meat, and beforehand, the hunter's call rep, would give flasks for collecting whale oil. (Which could be sold to merchants, or hunter's call)
The whale hunt proper would include the expected part of killing it like a meg, mixed in with short phases of using your ship's harpoons to chase it down/keep ahold of it. The only way to fail the mission, is if the whale were to run away.
It could possibly create a spot where fish would flock to, after the whale would die.
As for the platter idea, more or less working the same as a merchant cargo order, but having to in some way craft/make a plate-selection of mixed meats/fish. More going into the cooking aspect of the hunter's call.
I feel the missions themselves would make the hunter's call feel like a proper faction, instead of a last minute thought.
