So you're actually leaving and starting a new session only to be matched up again? Or you mean after losing and server merged out you're requeuing and coming up against them? If requeuing despite being on a diff 'server' to them, you're still in the same stamp. If there's not many people on at that time in that region in the opposing faction you will repeatedly face same people even if unbalanced because the alternative is not finding a game. Leave and relaunch to refresh to a diff stamp
@hiradc I guess this is new info to me then, I've been under the impression that "sailing with all players" literally meant that, with server hopping happening both when only one ship remains in a server, or when matchmaking for PVP bringing two together into the same server, not that it was only based on each session you log into. Especially since I've actually relaunched to upgrade my ship when more friends have joined us and still come across a crew we met in the last "session"... and this was before they implemented the fun new "rejoin last session" button.
I don't know tick for tack about the inner mechanisms of the game servers though so it's whatever.

Yeah, in typical SoT fashion, this content was rushed (though a bit more polished than usual, to be fair).
And since they had the good idea to launch it at the end of the year before their holidays, now we've been stuck in this mess for nearly 2 months with no update (to be fair again, they did nerf allegiance gains, must have been a real priority I guess), the whole process beginning to kill this mode already.
So you have a non-existent pvp player-base waiting for the fix to play, and now pretty much only sweats that'd like to just BE ABLE to get the rewards while this mode is still breathing
fun how a lot of these game devs, just in general, like to time their stuff like this.... and it's so entirely broken. my partner is playing right now on a sloop with a friend, trying PVP, and as I said in the OP, we are low level 5 or less, and she just said that every ship they've matched up against tonight, even with instant queue load, have been entirely different crews all decked out in the ghost curse... which is still far higher rank/skill by game code standards, right? It makes absolutely no sense why it works this way. It's too sweaty indeed.

It really is a shame that they finally release a ghost curse after all the ghost equipment you can get from this battle pass and the pirates life tall tales, and it's locked behind a broken system. and the skelly curse too. Things people have been wanting for ages.
