I'm still at a loss to explain how play card games or dice for in game gold is worse then player v player murder, Immolation, explosions, chasing and theft. I'm just calling a spade a spade and saying isn't it a bit hypocritical to allow murder but no play cards....
PG or Mature rating?
IIRC it's because of the gambling aspect associated with it.
I don't know too much about ESRB ratings, but from what I remember "Cartoon-y" violence is kid friendly, but if they add blood it'll crank it up a rating.
I know there are a few other things they look at as well, but you'd be better off doing some light reading about than having me try to remember and guesstimate the fine print.
This game is rated T for teen. It is not meant for young children. 14+ is the audience. The lack of blood, gore, and dismemberment is what keeps it from being MA.
Gambling is something that is heavily restricted across the world and considered only for adults, ever. So any game that includes some form of gambling will be rated MA off the bat.
There are some good write ups about the rating system for games, as well as TV and movies that you can find quickly on google. Reading how they came to be and what each label means might help understand why it might seem hypocritical.

Yes, the Subnautica developers said the same thing when asked why creatures in their game shed yellow blood, rather than red. They said the same thing; if they made the blood red it would raise the age rating.
This game's "killing" and shooting is essentially just piratical paintball. "Death" is a ferry ride and a return to the ship. The guns are toyish. It's competitive shooting. It's not graphic or realistic.
Gambling is like making smoking look "cool" in games that have young participants, people can good hooked quite young and quite easily and it could lead into a lifelong struggle.
