I think Rare is getting ready to change the spawn point on New Golden Sands Outpost once the island becomes a port town. Judging by the construction going on along the easternmost island, it looks as if the entire area of the beach will be resurfaced with stone. They even inserted one of those stone ladders you see along the sides of Sea Forts.
If I had to guess what's happening, I would say that the spawn point for New Golden Sands will migrate from the western island to the eastern island where the new stone dock is being installed. I'm not sure if I'm getting my hopes up or if anyone else had the same thought, but I wanted to speculate about what I think may happen.
