I've fished for days in the devils roar. I caught 100 Devil fish for class 10 "Devil Fish Caught". Confirmed under "Pirate Milestones.
Also, I've turned in enough of each species of devil fish for minimum "Grade II" for each category. "Admired ____ Devilfish Plaque" STILL wasn't unlocked.
Well I had class 10 for PIRATE milestone, but 23 of those fish were caught on my second sloop. SO, I caught 23 more on first sloop so that I achieved class 10 (100 fish) under "SHIP Milestone".
It still did not unlock any of the devilfish plaques, even after several hard resets of the game and my PC.
My only other thought is that it COULD want you to catch 100 of one Species, which would be absurd. It specifically says, "Class 10 in Devilfish Caught, PIRATE Milestone".
