I'm surprised it isn't even listed in the most recent patchnotes as a known issue, maybe not enough players realize how these are supposed to actually work. The logbooks seemingly never progress past "noteworthy" to "accomplished" or "remarkable", even after the appropriate amount of time has been spent un-sunk on one server. Supposedly according to some players the final tier "Extraordinary" does work properly but it's hard to verify that since it requires a staggering 8 hours on one server. I've sunk many dozens of boats since the season dropped and I have yet to see a single logbook that isn't merely "Noteworthy".
(IMO the time required to progress for each tier should also be lowered by at least 1/3 and possibly even half due to the current values being way out of sync with how long players actually spend on a single server but that's a whole other matter)
