Happened to me on the route from The Finest Trading Post to Golden Sands.
Was weird because the voyage had me go from Sailor's Knot to Lagoon of Whispers, then it wanted me to go to B11 , but I found another clue near LoW that wanted me to go straight to my destination. I didn't see any birds towards Golden sands so I sailed to the clue at B11, but on my way there I found another clue at Sea Dog's Rest. Turns out the proper order of the clues was supposed to go from LoW to B11 to Sea Dogs rest then back to the water near LoW, then Golden sands. Is that functioning as designed? I feel like we're not supposed to have to back track in these voyages. After still seeing no birds I finally spotted some SW of LoW (again having to backtrack), only to find the manifest on its own with no ship, missing out on the majority of the rewards for the voyage.
