Admiral Faction?

There are 3 sets of clothing that unlock as you level up in the 3 main factions; the sea dog, the sovereign and the admiral sets. We have so far 2 of the 3 that became the name of a faction (at least temporarily) does this hint towards a new faction down the line called the Admirals? Perhaps associated with the Grand Maritime Union.
