Does Speech-To-Text Work When “Other Crews Voice Chat” Is Muted In Game Options?

Just a curious post here, I know a lot of players use voice chat but due to my particular accessibility needs I rely on text communication in-game. I know the game supports Speech-To-Text but I’ve yet to see it appear while playing. I do have Other Crews Voice Chat muted in options to make it easier to hear game audio but does that also prevent Speech-To-Text from working? I would assume that even if I had voice chat muted the outgoing voice from them would still be intercepted by the software, but maybe I’m not interpreting it correctly.
