Is it better or faster to get Reapers to level 50 rather than OoS?
Im going for Pirate Legend. Level 39 Order of Souls, level 22 for Reapers.
OoS would be a more consistent journey which makes it likely quicker and easier.
Reapers is higher risk so there will be more losses, it also slows down quite a bit for leveling.
If you prefer mid risk I would just grind out sea forts and skelly ships, easy and consistent source of skulls and gems.
If you prefer higher risk I would do fleets which is all around awesome loot for the time and risk.
Consistency and efficiency are always your best friends in goals. Whatever you can do the most often and consistently is what will get you there the quickest.
Yep, you can sell everything at Reaper’s hideout but it’s a long sail from most places on the map (and easy to camp). Raising the emissary flag gets you fast rep but paints a big target on your back for PvP’ers.
OoS is safer but grindier. FYI I hit PL with Merchants/Hoarders/OoS; just hit 40 in Reapers, I don’t have the stomach for the PvP.
With that said, if you can find a quiet server, you can cash in pretty quick in Reapers doing sea forts; a couple ought to get you at least grade 4 emissary (so, double credit for loot), and because they’re fast your exposure is relatively low.

at 39 OoS and 22 reaper it won't be grindier
OoS benefits from skelly ship grade bumps and other activity grade bumps and reaper doesn't, that's a significant perk
If one were to do reaper which I don't really think makes much sense in this scenario I would do fleets since they are right by reapers, give lots of loot, and lots of grade bump from the loot. Less distance to travel is less risk and less sitting in one spot is less risk.
In this scenario with someone that doesn't have a lot of levels I'd recommend OoS in just about every scenario unless op had like a level 47+ reaper already.
@wolfmanbush I agree with you on all counts, though as a world event skelly fleets run a decent risk of attracting other players (and I still find them extremely challenging though enjoyable, haven't done enough to really feel confident yet).
I'd not recommend Reapers as a good choice for a new player trying to get to PL, personally, but the faction implies and invites a playstyle that I generally avoid but others love.
Reapers provides more over all, but its risky, and personally, since it was intended as a pvp faction, i try not to sell there unless i have gotten a steal, but thats only a me thing, there is no shame in selling there just for a quick buck if your passing by! But order of souls is intended to help teach combat, so i would say its good to go for order, even if you are comfortable with your combat skill, cause every bit helps get just a little better.
