I was wondering if order of souls is worth it? I was thinking it wasn’t because there is no vault like quest like merchant alliance and their lost shipment or gold hoarders and their vault quest. But i was wondering what other people think.

HC instead? Altho asking if a faction is "worth it" HC would probably be worse for them lol.
OP forgot about the phantoms ship fight.
Fleet fights are actual fun, give practice in naval fighting and, at higher ranks, have a chance of dropping wrath balls. So yes, worth it in my opinion.
Beside that - I might be wrong here - but I expect upcoming ship cosmetics to be locked behind faction commendations. If I‘m right about that you will have to do Order of Souls to unlock their stuff.
@pithyrumble I was wondering if they are actually planning to do Reapers instead, although that increases the chance of PvP.

That a pretty bad thing to compare. Each faction is different because of who they are. You cant have a voyage with a vault at the end full of skulls from the OoS, that dont make sense :p

Of all of the Ledger rewards, getting the latest Eye of Reach for the OoS is the only 1 I have left to do, so that is what I have been focusing on as of late.
I must say that yes - it is worth it. All you have to do is sail from island to island while also doing an OoS voyage, world events, or random encounters, and you can wrack up skulls and reputation as a bonefied bone breaker pretty quickly.
Make no mistake - OoS is very profitable, and you can do just about anything you want in the process of pursuing it.
vaults, shipwreck voyages, and the new athena voyages are all successful and have things in common that make them so.
Adventure, random variety to a degree above island hopping to spam weapons on skeletons.
Ghost ships were fine but they didn't address the foundational issue with adventure with the faction.
The good news is that the devs have set a content precedent by creating quality content that improved other factions significantly and added longevity to voyaging.
It might be a while before we see it due to scheduling and other priorities but I have confidence that they can and will eventually bring that same improvement to OoS
Until then I like order of souls for random adventure pve. plenty of skulls and gems out there, fleets are great for OoS, ashen winds gives that nice skull, sea forts and skelly ships are great flag bumps.

Athena skulls don't count for OoS, the collection of villeanous, stronghold skulls and the Ashen Winds skull do though :).

OoS can solve who killed DeMarco in a heartbeat... if only we were able to bring his skull there.

OOS is the other PvE faction in the game. All of the land-based bosses drop skulls (rip flameheart) and so do skelly ships. I find that doing other things such as killing captains or using tridents on a world event help bring the flag up to 5 and get some tasty loot.
Also, the OOS does have an equivalent version of the sunken ship/vault quests, being ghost ship fights. They're quicker than every other high-level quest if done right (citation needed) and thus don't drop quite the same amount of loot, in terms of gold value.
Order of Souls is a great way to get gold and rep from world events/skellies (ignoring reapers obviously) but has relatively low-gold quests.
I find it to be my personal second-favorite faction because I just enjoy it.

But if you’re actually asking if it’s worth being one of the 3 factions to hit pirate legend then no, you should choose merchant, reaper, and gold hoarder because they’re the easiest to level up. Try the rinse and repeat method for OOS if you want rep. OOS was the first thing I hit 75 in doing solo devils roar at emissary 5
