I understand that its an hour every week but how does the weekly timer work, is it 7 days after your last time playing or is it an hour every calender week. For example if I played on satuday for an hour and got my reward then on the next day after playing for an hour would i get a reward since its a "new week" or is it every 7 days. Thanks.

The Insider hour timer resets every Friday at 00:01 GMT... So you need to get your week's hour in before then for it to count.
The insider rewards have a specific time that the week resets. As long as you complete your hour before the time resets you will get rewarded.
If you miss a week then you will be a week behind. You can still get all the rewards but others will simply get the rewards before you. Unfortunately there is no catch up system to allow you to have the same cosmetics as a day 1 insider.
@kosmilk7473 in addition to what @musicmee said, I think its worth mentioning that if you start your testing in last week and go into the next week it doesnt always track right. If you are concerned about earning your reward while testing make sure you are not playing during the time the weeks reset.
